Blueprint to Develop High-quality Consumption Development In 15th FYP
China has set a goal of raising its total retail sales of consumer goods to around 60 trillion RMB by 2030 amid steady expansion of its overall consumer market, according to a government plan to expand consumption during the 15th Five-Year Plan (FYP) period (2026-2030).
The plan outlines six priorities including improving the quality and accessibility of service consumption, expanding and upgrading goods consumption, and fostering new consumption forms, models and scenarios. It also sets out 28 key tasks and measures to boost consumption during the 15th FYP.
Official statistics show China's total retail sales of consumer goods hit 50.1 trillion RMB in 2025, surpassing the 50-trillion-RMB mark for the first time. From 2021 to 2025, final consumption expenditure contributed an average of 58.8 percent to economic growth.
According to the National Development and Reform Commission, China's consumer market will enter a critical stage of volume expansion and quality improvement during the 15th FYP. Supported by solid consumption fundamentals, prominent consumption upgrading trends and vigorous innovation in consumption scenarios, its market is poised for further growth.
To expand and upgrade consumer goods, the country will support intelligent upgrading of home and appliance consumption, develop next-generation smart terminals, boost interconnection of smart home devices, and shift from single-product intelligence to whole-house smart systems.
In terms of technological application and product innovation, China will boost innovation capacity across consumer goods industrial chains. It will ramp up applied basic research, cutting-edge technology R&D and development of forward-looking product functions, and leverage leading enterprises, innovation platforms and research institutes. The supply of high-quality novel consumer goods will be scaled up.
Fostering new consumption forms, models and scenarios stands out as a policy priority, with digital consumption integrated into all areas of consumption expansion in the coming years. The plan calls for deepened implementation of the "AI Plus Consumption" initiative to drive high-quality development of digital consumption.
Specific measures cover areas such as expanding consumption of digital products by increasing the effective supply of next-gen smart terminals such as AI-powered smartphones and computers, smart wearables, intelligent robots and desktop 3D printing equipmentl; elevating digital service consumption by empowering daily services with AI, virtual reality and other technologies; and innovating digital content consumption by developing new film formats including VR movies and LED digital cinemas.
The plan also advocates green consumption. It calls for enriching the supply of green agricultural products, energy-saving home appliances, and new energy vehicles.It also enphasizes developing green catering, green accommodation and eco-friendly housekeeping services, building green supply chains, and promoting low-carbon lifestyles.
