NSF's China-related Entity Ban Severely Undermines China-US Sci-Tech Cooperation
The U.S. National Science Foundation (NSF) recently announced that citing national security and other concerns, it intends to ban cooperation on NSF-funded projects with entities included on U.S. restrictive lists, starting from fiscal year 2027. These lists cover the BIS Entity List under the U.S. Department of Commerce and the Department of Defense's 1260H List.
Once the ban comes into force, hundreds of Chinese tech firms and research institutions will be locked out of international collaborative projects funded by the NSF.
More importantly, this move will trigger a Chilling Effect, leading to an overall decline to the U.S. academic community toengagein research cooperation with China.
